One county, one court
Orange County is the simplest assignment in the district. There's no line to check and no zip code that surprises anyone. Anaheim, Santa Ana, Irvine, Huntington Beach, Fullerton, Mission Viejo, San Clemente, Garden Grove, Costa Mesa, Laguna, Yorba Linda: if the address is in Orange County, the case is in Santa Ana. The rule is where you've lived for the greater part of the last 180 days, so a recent move across the county line into or out of Los Angeles County is the one thing worth mentioning on the first call.
The courthouse, and why you probably won't see it
The Ronald Reagan Federal Building and U.S. Courthouse sits on West Fourth Street in the Santa Ana Civic Center, and the bankruptcy court occupies part of it. It has the things federal courthouses have: a security line, an ID check, marble, and a clerk's office that handles more paper than it used to.
What it no longer has is a steady stream of debtors. The petition is filed electronically, and the trustee reviews it the same way. The 341 meeting has been on Zoom since June 2024 for Chapters 7, 12 and 13. About the only reason an Orange County client sees the inside of the building is a hearing that a judge has set, and for an ordinary Chapter 7, there isn't one.
Zoom, and the drive nobody makes
The 405 between Orange County and Beverly Hills is one of the reasons people used to hire a lawyer in the same city as the courthouse. That logic has run out. You don't drive to Santa Ana for the 341, and you don't drive to Wilshire Boulevard for anything. The consultation is by video or phone. Documents come in by email or a secure upload. The petition is reviewed with you on a screen share. The 341 is on Zoom with Naomi on the call from her desk and you at yours.
What the trustee wants from you on that call is what any trustee wants: your license and Social Security card held up to the camera, and straight answers to about a dozen questions about the schedules. The Santa Ana trustees
Chapter 7 cases in this division go to a panel of trustees appointed by the U.S. Trustee for Region 16 and assigned in rotation. The Santa Ana panel has a reputation among practitioners for being thorough on two things: bank account balances on the filing date, and vehicles. Orange County has more late-model cars per household than most places, and a trustee here will look at the Kelley Blue Book value against the loan balance and the exemption without being asked. If there's non-exempt equity, they'll want it.
That's not a reason to fear the division. It's a reason to plan the filing date around your bank balance and to value the car honestly, which we do in every case anyway. The Chapter 13 side has a standing trustee whose office is efficient and whose plan preferences are well documented. Plans that follow them tend to confirm without a fight.
A few local habits
The judges in Santa Ana publish their own procedures, as judges throughout the district do. In practice, reaffirmation hearings here are handled quickly when the budget shows the payment is affordable and get real scrutiny when it doesn't. Motions for relief from stay on a car or a house move on a predictable schedule. Chapter 13 confirmation hearings tend to be resolved with the trustee before the hearing date rather than argued in the courtroom.

Orange County trustees and cars. I've had one ask a debtor, politely, what a five-year-old Tacoma with 40,000 miles would bring on Craigslist, and the debtor's schedule had said $9,000. It was closer to $22,000. That's not the debtor being dishonest; it's the debtor not knowing.
